Every Property Has a Story
Its condition tells part of that story. So do the repairs that have been made—and the ones that have been deferred. The appearance of the property, the way it is maintained, the condition of its major systems, and even the details that are often overlooked can provide important clues about its past, its present condition, and what may lie ahead.
Over the years, one lesson has remained consistent: the numbers alone never tell the whole story.
A financial statement may identify a problem, but it does not always explain why it exists. An inspection may identify a deficiency, but without understanding the property's operation, ownership objectives, and long-term needs, it can be difficult to determine what the finding actually means.
That is why Premier Property Assessments was founded.
Premier Property Assessments (PPA) was created to help close the gap between what a property looks like today and what an owner, lender, insurer, or manager needs to understand about tomorrow.
Drawing on more than 25 years of institutional asset management experience, Founder and Managing Partner, Robert Rush, CCPI, CPM Candidate, recognized the value of combining independent property observations with an owner's perspective. The goal is not simply to identify issues. It is to help clients understand the significance of those issues, recognize potential risks and opportunities, and develop a clearer path forward.
At Premier, we believe an effective property assessment should answer more than: "What is wrong with the property?"
It should also help answer:
- What is the property's current condition telling us?
- Where are the risks?
- What issues require immediate attention?
- What can be planned for over time?
- Where are opportunities to protect or improve value?
- What should ownership understand before making its next decision?
That perspective is at the center of our work.

The PAHAR™ Perspective
Our Property Asset Health and Risk Assessment (PAHAR™) approach is designed to provide more than a traditional inspection.
We evaluate the property through a broader asset management lens—considering physical condition, potential risks, capital needs, and opportunities that may affect the property's future performance.
The objective is to create a clearer, more actionable picture of the asset.
See the property. Understand the story. Identify the risks. Plan the next step.
Independent Insight. Actionable Perspective.
Whether evaluating a property before an acquisition, monitoring an existing asset, planning future capital needs, overseeing construction, or seeking a clearer understanding of property risk, Premier Property Assessments provides an independent perspective grounded in real-world asset management experience.
Because before you can determine where a property should go next, you first need to understand where it is today—and what its story is telling you. Clarity Before You Commit.
